Key requirements of China RoHS and Related Standards
Administrative Measure on the Control of Pollution Caused by Electronic Information Products (EIPs) came into effect for first step in March 1, 2007. It is also called ACPEIP or China RoHS.
Electronic Information Products (EIPs)
These refer to the products and their accessories that are manufactured by utilizing electronic information technologies including electronic radar products, electronic communication products, broadcast television products, computer products, household appliances, electronic surveying instruments, special-purpose electronic products, electronic components, electronic applications, and electronic materials.
What does China RoHS cover?
It covers Electrical Information Products (EIP) only, instead of Electrical and Electronics Equipments (EEE) like EU RoHS, as China RoHS is enforced by Ministry of Information Industry (MII).
Implementing
The implementation of China RoHS will have two stages,
- All EIPs should be labeled about hazardous substances and its concentration, from March 1, 2007;
- The EIPs covered in <Key Catalog> should not contain hazardous substances, and only these EIPs should be accredited to CCC system.

For stage 1, MII has published 3 standards for limitation (SJ/T 11363-2006), labeling (SJ/T 11364-2006) and testing (SJ/T 11365-2006) for EIPs and hazardous substances they contained.
For stage 2, the <Key Catalog> is scheduled to be issued in 2008. MII and related department are preparing procedure regarding how the catalog is given.
In previous period during stage 1, once satisfied the requirements set forth in SJ/T 11364-2006, it could be regarded comply with China RoHS.

Requirements for Concentration Limits
For Certain Hazardous Substances in Electronic Information Products (SJ/T 11363-2006) (PDF 40 KB)
The standard defines the requirements for concentration limits for hazardous substances in EIP, just like what 2005/618/EC does. Difference is that SJ/T 11363-2006 classifies the structural units of EIP and defines their requirements for concentration limits in light of the above table.

Marking for Control of Pollution
Caused by Electronic Information Products (SJ/T 11364-2006) (PDF 183 KB)
The standard regulates the marking of hazardous substances, environment-friendly-use-period (EFUP), possibility of recycling, for EIP and the labeling of packaging materials.
All EIPs sold in the People’s Republic of China shall be marked with pollution control logos in accordance with the requirements set forth in this standard. If the sizes or functions of products prevent direct marking on the products, it may be specified in the product instructions.
However, with respect to the electronic information products that are purchased for manufacturing (BtoB), suppliers need not provide the aforementioned marking, but shall provide the purchaser all necessary information required for marking. Correspondingly, the purchasers shall mark the electronic information products they manufacture and the scope of marking shall include that of the electronic information products purchased for manufacturing.
- All EIPs should be labeled according to this standard.
- The label could be indicated in instruction book due to limitation of product size and function.
- Suppliers are allowed not to label if buyer permitted to do so, but all related information should be provided.
- Buyer/producer of final product should label their products.

Testing Methods
For Hazardous Substances in Electronic Information Products (SJ/T 11365-2006) (PDF 496 KB)
The standard requires that the compliancy testing of EIPs should be conducted according to this industry standard. SGS-CSTC participated in the preparation of this standard.
